After talking to some of the locals it was determined that the station has been dark for quite some time.
The station's domain name, cfpvfm.com, expired on June 1st and is currently up for auction.
Their Facebook page contains the following "official response" (by someone with Admin access to the CFPV Facebook Page) in a December 4, 2014 reply to a individual's question about whether the station was still on the air:
No we haven't been on-air for a couple years now
The latest CRTC decision that I could find was dated December 16, 2013: a short term license renewal until August 31, 2017. The latest Facebook posting is a new logo from February 29, 2012.
