An Interesting CRTC Week: CKPM and CHOO Non-compliance

This is the week that the CRTC plans to announce their decision on whether or not to renew the licenses of two stations not complying with their licensed musical requirements. Including CanCon issues in CKPM's case. And Program Logs and Logger Tapes in the case of CHOO. As well, both stations are said to not be playing the required amounts of the type of music they are licensed for.

Matthew McBride owns CKPM-FM in Port Moody, B.C. and Golden West owns CHOO-FM in Drumheller, Alberta.

Port Moody's CKPM-FM was given a short term (4 years) license renewal today by the CRTC. Main issue was airing one-tenth -- 2.5% instead of 25% -- the required amount of World Beat/International and Jazz/Blues music. CanCon was only about 10% short.

The CRTC decision also states that the station has yet to turn a profit.

In this morning's CRTC announcements, CHOO-FM was also given a shorter term license renewal than normal: 5 years in their case. In addition, their request to remove Folk music (10%) from their license requirements was denied because of the license infractions: incomplete logs and the lack of Folk music in their current format.

Both stations were also "fined" for their license "infractions", in the form of additional CCD (Canadian Content Development) contributions:
  • Based on CKPM-FM’s annual revenues and taking into account the serious nature of the non-compliance, the Commission finds that an additional contribution of $600 is appropriate.
  • Based on CHOO-FM’s annual revenues and taking into account the serious nature of the non-compliance, the Commission finds that an additional contribution of $5,765 is appropriate.
