Just noticed today while going through the Industry Canada database that CJLI 700 has been deleted. Guess it's a dead issue.

A Christian-based broadcasting company is not giving up on Black Diamond in its quest to construct towers to provide radio service to Calgary.

Touch Broadcasting Canada is making a third attempt to build four 104.5 metre tall towers in the Black Diamond area to broadcast an AM Christian radio station to Calgary listeners.

The company purchased land one kilometre north of Black Diamond west of the Sheep River and is inviting input from area residents at a public consultation meeting on Dec. 5 at 6 p.m. at the Sheep River Library in Turner Valley.

In a previous interview, the company claimed the area is ideal for its towers due to constraints in other rural areas around Calgary.

“(It is a) preferable area suited due to technical requirements of the AM signal required to serve the Calgary and surrounding area,” said general manager Darcy Hnatiuk last week.

Hnatiuk said more than 50 packages outlining the company’s plans were mailed to residents within a mile radius of the location.

The land was recommended by the MD of Foothills as an appropriate location to consider for the development, according to director of planning Heather Hemingway.

She said it is not in a high visibility area and there are a number of gravel pits in the area.

“When we looked at the area we thought it may be an appropriate location,” she said. “If the landowners still remain concerned they have the availability to speak to Transport Canada with respect to their concerns.”

Hemingway said the MD of Foothills was required by the federal government to recommend a location it would support for the development.

“For communication towers it’s a federal regulated development,” she said. “We have to provide support for land for the development. We have no ability to stop it. We do have the ability to indicate a level of support and non-support.”

Touch Broadcasting received opposition from the MD of Foothills and Black Diamond area residents for the last two locations it expressed interest in. The first was south of town near the Cowboy Trail in 2008. Residents were worried the towers would ruin the natural landscape of the tourist attraction.

Land purchased 1.5 kilometres west of the Cu Nim Gliding Club last year raised concerns the towers were too close to the airport and would impact the club’s flight patterns and pose potential danger in emergency landing situations and unfavourable weather conditions.

Hnatiuk said those two parcels of land will likely be sold.

Black Diamond Mayor Sharlene Brown said the land in question this time is in an industrial area and appears to be more suitable.

“The new location is probably a way better location as far as the town goes,” she said.

Brown said a delegation of council members will attend the Dec. 5 open house to gather more information from Touch Broadcasting about the project.

CHRB High River (now AM1140) had its towers near Cayley when it operated on 1280 AM. That site while south of the proposed Black Diamond site would likely still work for 50 KW daytime on 700 AM (and reduced night-time power like CKRD AM 700 Red Deer had). It would be closer to a straight north shot of signal towards Calgary and likely decent service to the south.

The old CHRB site is still a crop field. Harder to argue to the contrary on the basis of aesthetics if a site previously had towers isn't it?

And didn't CJLI's approval run out of extensions? Wouldn't this require a re-application to the CRTC and therefore a new round of hearings?

I wouldn't be a bit surprised if the CRTC used their "fast track" process to re-license CJLI. In fact, they may already have, given their past history of taking many months to publish fast track decisions.

I'm also pretty sure Touch will play this particular transmitter site out to its logical conclusion. Not only because they now owns all three sites, and probably want to avoid buying a fourth. But also because moving out of the immediate area would require a new engineering study. Which would not just cost a lot of money and time, but also make it harder for the CRTC to justify a fast track approval process.

Just had a chance to read the correspondence between Touch, the local government (MD of Foothills) where all three tower sites are located, Industry Canada and the CRTC.

Even though Industry Canada can force the MD to accept the site, with the taxpayers on their side, the MD has very successfully dragged this thing out to what they hope is the breaking point. Unfortunately, albertaboy4life's logic would not be good enough if Cayley's local government is as politically savvy as the MD of Foothills (for example, the MD delayed things months by refusing to believe that co-location of towers was not possible): crops are pretty and tourist-friendly, and AM towers are not.

Touch may just have to find a friendly local government first, before they even look at land and transmitter patterns. Otherwise, Charles Allard Jr. may end being the largest landowner in and around Black Diamond.

With the expiry of the previous license for CJLI, Charles Allard Jr. was forced to re-apply, and was awarded a new license today.

Given all the delays associated with acquiring a transmitter site that will not be opposed by local government, I find the typo on the date for an extension ironic:
Furthermore, the licence for this undertaking will be issued once the applicant has informed the Commission in writing that it is prepared to commence operations. The undertaking must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 15 September 2014. In order to ensure that such a request is processed in a timely manner, it should be submitted at least 60 days before this date.

The CRTC requested, and received, written confirmation that history would not repeat itself, in terms of local government opposition. The MD of Foothills has already approved the so-called "Black Diamond Site":
Ms. Oel moved that Council provide support to the installation of four 105.2 m towers submitted from Touch Canada to provide an AM broadcasting service designed to complement Shine FM which has an Adult Contemporary Gospel format subject to Touch Canada providing proof that they have contacted Stars Air Ambulance to inform them of the tower locations.

Voting in favour of the motion:
Councillors Percifield, Miller, Oel, Spilak, and Mills

Voting in opposition of the motion:
Councillors Chase and Parker

CJLI will be on 700 KHz with 50,000 watts day and 20,000 watts at night.

They better get the plough in the dirt soon, to sink the radials, before the ground freezes if they have any hope of launching before next summer.
