Can you convert computer to short wave

Being with Citizens Patrol in Abbotsford, I'd like to be able to converse with our patrol cars from my computer. Can it be done? And what would be required if it can?

Only if you are using the same device and file format is the easy answer.

If the patrol has a laptop with a mobile wireless card that has say the Skype product, then you could use Skype at your home to communicate with them or they with you.

See Telus or Rogers for the mobile wireless card and the communication package... similar to a cell phone contract.

You can get the similar non voice effect with them using a cell phone by using text messaging(e-mail).
