Why the huge difference between Regina (11.4) and Saskatoon (6.9) in terms of CBC Radio One listenership?

As I understand it, Saskatoon now has local CBC studios and the same number of hours of local content as Regina.

Which leaves me thinking that there are only two possible answers:
  1. Habit - most Saskatoon listeners got used to ignoring the CBC because of its previous lack of local presence; or
  2. CBK-540 City Grade signal into Regina but less so into Saskatoon these days with more and more AM-unfriendly buildings
Or is this whole thing a Numeris error? CBK-AM is not even listed in the Saskatoon Numeris ratings list.

It might be a Numeris error but the signal 94.1 CBC One in Saskatoon is so weak in so much of the city (the Christian FM station is exponentially stronger everywhere here) people just might stick with the usual 540 signal.
