Why doesn't this get a full MAPL when the artist, composer, and producer were the same person?

According to Wikipedia, the P does not stand for Production:

P (performance) — the musical selection consists of a performance that is:

Recorded wholly in Canada, or
Performed wholly in Canada and broadcast live in Canada.
