CRTC Hearing for 11 Applicants for New Edmonton Stations

11 applicants will be heard in Edmonton by the CRTC on September 27th, for one or more new radio stations in Edmonton. 106.5 MHz is, by far, the preferred choice of most.

10 of the 11 applications are for a commercial ethnic station; the 11th is a French community station, proposed for 97.9 MHz with 113 watts at 38 metres above average terrain.

Many of the applicants are from Greater Vancouver, including familiar names like RED-FM and Radio India.

Two of the applicants have indicated a preference for AM, on 580 KHz, using CKUA's former AM transmitter site. Two other applicants have specified 1650 and 1690 KHz as alternate frequencies, if they are turned down for 106.5. A third applicant for 106.5 specified two alternate frequencies: 580 KHz was their second choice and 93.3 MHz their third.

This all began, many years ago, with South Fraser asking the CRTC to allow them to transfer CKUA's AM license to them. They are the only applicant specifying 580 as their first choice AND with no alternate.

The station would operate at 106.5 MHz (channel 293B1) with an average effective radiated power (ERP) of 1,600 watts (maximum ERP of 7,000 watts with an effective height of antenna above average terrain (EHAAT) of 163.6 metres).

The applicant also submitted two alternative proposals. Under the first alternative proposal, an AM station in Edmonton would operate at 580 kHz (class B) with a daytime and night-time transmitter power of 10,000 watts. Under the second alternative proposal, an FM station in Edmonton would operate at 93.3 MHz (channel 227A) with an average ERP of 2,300 watts (maximum ERP of 4,800 watts with an EHAAT of 18.5 metres).

The applicant stated that it would adhere to a condition of licence requiring it to direct ethnic programming to a minimum of 24 cultural groups in at least 22 different languages each broadcast week.

It further stated that 100% of the programming broadcast each broadcast week would be devoted to ethnic programming, of which 90% would be devoted to third-language programming.

The Commission may withdraw this application from the public hearing if it is not advised by the Department of Industry, at least 20 days prior to the hearing, that the application is technically acceptable.

The station would operate at 106.5 MHz (channel 293B1) with an average effective radiated power (ERP) of 9,000 watts (maximum ERP of 1,910 watts with an effective height of antenna above average terrain of 121.7 metres).

The applicant also submitted an alternative proposal for the use of the 1,650 kHz AM frequency with a daytime and night-time transmitter power of 10,000 watts.

The applicant stated that it would adhere to a condition of licence requiring it to direct ethnic programming to a minimum of 22 cultural groups in at least 12 different languages each broadcast week.

It further stated that 100% of the programming broadcast each broadcast week would be devoted to ethnic programming, 92% of which would be devoted to third-language programming.

The applicant proposes to broadcast at least 92.5 hours of local programming per broadcast week. The remaining programming would originate from Réseau francophone d’Amérique and Radio France international.

Checked out 106.5 MHz here in Edmonton this afternoon around 4:00 p.m. and CKVG-FM comes in quite well from Vegreville at times. They are non-directional with 13,000 watts.

According to a couple of sites that calculate distance by air, Vegreville is less than 60 miles from Edmonton.

CRTC just announced that their decisions on all these applications are expected to be released on Thursday or Friday of this week.
