CRTC: 30% CanCon is Enough for Oldies on FM

Today's decision by the CRTC opens the door for 30% CanCon on any FM station where "at least 90% of the musical selections from content category 2 (Popular Music) broadcast are selections released before 1 January 1981".

The station making the application was CHTG-FM, which switched to Oldies on September 1st, hoping to capture those who missed the former Oldies format of CKOC in nearby Hamilton. In its decision, the CRTC stated:
The Commission notes that the applicant’s request is consistent with the policy outlined in Public Notice 1998-132, in which it stated that, in the case of stations with formats based on the presentation of older music (“oldies” stations), it will be disposed to give favourable consideration to applications of this nature requesting flexibility to broadcast a lower level of Canadian popular music than required of other commercial radio licensees by regulation. This lower level takes into account the relatively limited supply of Canadian music appropriate for the format of these stations.

The only intervention was by a geographically-challenged individual who claimed CHTG-FM was on the outskirts of the London-Windsor corridor where the CRTC has previously granted CanCon levels as low as 20% to compete with U.S. stations heard in the area.

CHTG-FM is licensed for 40% CanCon and has committed to honour that when and if their pre-1981 music falls below 90%.

Here's a really crazy idea. How about letting the station decide what music they want to play? That Canadians tolerate this level of government interference amazes me. It was a bad idea in 1970 and it's moronic in 2016.

A study of Radio Regulation in this country is quite eye opening, in terms of just how Controlling, in some areas, it has been over the last century.

CFUN was turned down for 50,000 watts because they played Rock and Roll records.

From the early 1930s until the late 1950s, the CBC and its predecessor, the CRBC, were part of a federal government plan to eliminate Private Radio. Manitoba came even closer, with the original CKY (and later CKX) run by the provincial government, either all alone or with one or two private broadcasters.

Speaking of provincial governments, they were banned from owning Radio Stations for many years.

The CRTC has even ordered stations to change format. In the early 1980s, CKRA-FM Edmonton is the best known example, after a complaint by CIRK-FM, from AOR to AC.

Despite a huge push by the Trudeau government to make this a bilingual country, announcing in French and English in the same program was effectively disallowed.

And there are lots more interesting stories like these. And only a small minority who raise their voices about it.
