Jim Pattison Broadcast Group Ltd. (the general partner) and Jim Pattison
Industries Ltd. (the limited partner), carrying on business as Jim Pattison
Broadcast Group Limited Partnership
Edmonton, Alberta; and Prince Albert, La Ronge, Big River, Waskesiu Lake,
North Battleford and Meadow Lake, Saskatchewan

Various radio stations in Alberta and Saskatchewan –
Acquisition of assets
The Commission approves an application by Jim Pattison Broadcast Group Ltd.
(the general partner) and Jim Pattison Industries Ltd. (the limited partner), carrying on
business as Jim Pattison Broadcast Group Limited Partnership, for authority to acquire
from Rawlco Radio Ltd. (Rawlco) the assets of the following radio stations:
• CKNO-FM Edmonton
• CIUP-FM Edmonton
• CKBI Prince Albert and its transmitters CKBI-FM La Ronge and CKBI-FM-1 Big
River
• CFMM-FM Prince Albert and its transmitter CFMM-FM-1 Waskesiu Lake
• CHQX-FM Prince Albert and its transmitters CHQX-FM-1 Waskesiu Lake,
CHQX-FM-2 La Ronge and CHQX-FM-3 Big River
• CJCQ-FM North Battleford and its transmitter CJCQ-FM-1 Meadow Lake
• CJHD-FM North Battleford
• CJNB North Battleford
• CJNS-FM Meadow Lake
In addition, the Commission requires Rawlco to make contributions to FACTOR, as set
out in the decision, in order to make up shortfalls in required contributions to Canadian
content development.

Yet, still no word on the rest of the Rawlco stations, in Regina, Saskatoon and Calgary.

I had not realized that Rawlco had ever said that.

From a business point of view, companies usually either try to keep expanding or totally sell out, either to make big money or "for estate planning purposes". Cutting back like this is very unusual. Except as a bankruptcy avoidance maneuver, which would certainly not be the case here with Rawlco.

The one thing that makes this situation "different" is what several people have mentioned: some sort of agreement between Rawlco and Rogers that gives Rogers first right of refusal on the Saskatoon and Regina Rawlco stations.

I'd think what Pattison really wanted out of this deal is Edmonton.

The smaller market Saskatchewan stations give Pattison some presence in the province.

In the past year they added Manitoba and now Saskatchewan along with Calgary and Edmonton.

No argument about what Pattison wanted out of the deal. Since Pattison is not known for hiring Mob Enforcers, i.e. - Rawlco did this deal voluntarily, I think it is reasonable to question the other half of the equation: what Rawlco wanted to get out of the deal. By Pattison's "own" (the company, not Jimmy personally) admission in the official announcement of the proposed sale, they had been talking to Rawlco about acquiring stations for some time, measured in years.

From a business perspective, it seems odd to me that Rawlco would just sell these stations and no others.

They've liquidated stations in the past in Ottawa, Calgary and Toronto. Trying to figure out Gord Rawlinsons strategy is like a mule with a spinning wheel. Nobody knows how he got it and damned if he knows how to use it.

Thanks for the insight. Those sales of stations in Ottawa, Calgary and Toronto I've either forgotten or never knew about.

David Dekker, the GM at CJNB/Q98/93.3 The Rock North Battleford, has retired after a broadcast career spanning four decades. His departure also ends over 60 years of Dekker family involvement in the local radio stations — now owned by Jim Pattison Broadcast Group...
