Closest competitor for that title of Quietest would be a piece of classical music I witnessed live in one of its first performances back in 1975.

A local schoolteacher was required to give a free public concert as part of his Masters degree in Violin at the University of Alberta. I heard a PSA for it on CKUA, and attended.

One of the pieces he "played" was a published classic work that is simply silence for a specific, timed period of time.
