Of course it's not. Why do you think they have set up phone lines for people to call for rides to the polls.
They can't advertise on election day as far as I can remember or solicit in front of a polling place, but other than that, it has always been fair game game.
Here's another way to avoid the calls... get call display.
Don't blame the candidates if the North Vans can't get their acts together.
