This one has me a little mystified. The CRTC decision states "Edmonton", but Industry Canada lists "Spruce Grove".

My personal guess is that it merely means that the Edmonton repeater will be located on the existing large shared FM tower West of Edmonton near Spruce Grove.

But, further confusing matters is the fact that the major Native Reserve close to Edmonton, where the new River Cree Casino and Resort is located, touches the Western boundary of the City of Edmonton. And may well have a Spruce Grove postal address. The surrounding acreages (outside City limits) certainly do.

Which could mean that the FM transmitter and a new tower will be located on the Native Reserve.

But this would seem to conflict with the CRTC decision, which very clearly approved the Edmonton and Fort McMurray transmitters with several thousand watts, in order to serve the off-reserve Natives living in both communities. At those reduced power levels, it might make sense to locate the Edmonton transmitter in the Downtown Core, just as the CBC did with their nested repeaters.

All very confusing.

Jon.....The Rec Network database also has the new Aboriginal station as being licensed to Spruce Grove:

There does seem to be somewhat of a communication problem between the CRTC and Industry Canada when it comes to pinpointing the city of license with some stations. I can think of a few more examples where a conflict lies between the two bodies, including another one in your own backyard. CFMG 104.9 is listed as being licensed to Edmonton on the Industry Canada database, however whenever the CRTC deals with the station (such as license renewals, etc.) they list it as being from Saint Albert (which is the former city of license for CFMG 1200 before flipping to FM). Yes, all very confusing.....and who gives a damn anyways when it boils down to it.

Agreed, it rarely matters.

But one exception seems to be CFCW-AM. From what I can piece together, they had to change their City of License to Camrose-Edmonton before they were granted, or as part of the request to go, 50,000 watts in 1976.
