I understand that Vancouver is like Edmonton, with all traffic reports done by the "airborne traffic" companies. Although each company's announcers are usually assigned to only one station or cluster (stations owned by the same company), announcer absences are covered by the traffic company's announcers for other stations, occasionally even the traffic company's announcer for another cluster.
I would not expect station announcers to substitute during shifts assigned to the airborne traffic companies because that would mean the traffic company would lose the revenue from the embedded commercials.
